
The Power Construction Corporation of China (PowerChina) has started building a 220 MW solar PV power plant in the Biskra wilaya (northern Algeria), while a Chinese consortium of China Electricity and Water Company (CWE), Chinese Nuclear Industries Corporation (HXCC) and Yellow River Company for Consulting Engineering (YREC) has launched construction of an 80 MW solar PV project in the Ouled Djellal wilaya, located just south of Biskra.Both solar projects are expected for completion in 2025. The state-owned China State Construction Engineering Corporation (CSCEC) began building a 300 MW solar power plant in Algeria’s Oued Province in March 2024 as part of the Solar 1,000 MW program. The project is slated for completion by late 2025 or early 2026.
Currently under construction in Biskra province, the 300MW solar plant is the first of eleven PV facilities planned under Algeria’s Solar 1000 programme, which aims to install 1GW of capacity across the country.
Building on the Solar 2,000 MW and Solar 1,000 MW programs launched by Algeria’s state-owned company Sonelgaz, which include a wide range of solar energy initiatives, the government aims to diversify its revenue streams and reduce reliance on natural gas, which is currently primarily used for power generation in the country.
The launch of the Biskra 300MW Solar Power Plant—the nation’s largest photovoltaic (PV) project to date—marks a major step forward in Algeria’s renewable energy ambitions.
The two photovoltaic projects have a capacity of 220 megawatts and 150 megawatts, respectively, and will be constructed by POWERCHINA using an EPC model. The two projects are parts of the 15 gigawatts photovoltaic network planned and constructed for Algeria by 2035.
Among them, the 233-megawatt photovoltaic project completed in 2016 was Algeria's first new energy project and also the first large-scale grid-connected photovoltaic power station project in Africa. It was honored with the Luban Prize for Overseas Projects in 2018-2019.

While the country has so far mostly relied on hydropower and thermal sources of energy, it also has a high solar resource potential, and its average annual global radiation is estimated at between 1370 and 2100 kWh/m2/year. With this resource, Angolan authorities believe they could install a solar power generation capacity of 55,000 MW.

The most appropriate technology to harness the solar resource in Angola is the production of electricity through photovoltaic systems. This technology currently presents the fastest ºinstallation time (less than 1 year) and lowest maintenance costs.

The 50kW/100kWh Solar Energy Storage system is suitable not only for industrial and commercial applications requiring high grid continuity, but also for remote areas with insufficient grid coverage or unstable power supply, and can cover communication energy storage, grid frequency modulation energy storage, wind and solar micro-grid energy storage, large-scale industrial and commercial distributed energy storage, data center energy storage, and photovoltaic power generation business in the new energy field. The project will provide four medium speed, four stroke, heavy fuel oil (HFO) driven generators with a capacity of 15 MW each; a power station building; two 1000 cubic metre tanks for the storage of HFO; and one 132 Kv substation for connection of the power plant to the existing electricity grid belonging to the Central Electricity Board (CEB), the State owned electricity utility in Mauritius.
